Tournament Rules and Regulations
(revised 3-30-07)

The 2007 Big Island Candies Volcano International Soccer Tournament is an AYSO Open Invitational open to all youth soccer affiliations. All games shall be conducted under the rules set out in the latest version of the USSF & FIFA Laws Of The Game and AYSO National Rules in conjunction with the following specific tournament rules and regulations.

I. TOURNAMENT DIRECTOR

The Tournament Director (TD) shall have jurisdiction over all games played in the Tournament.


II. REGISTRATION

A. The tournament committee will accept applications from teams in the order received based on the application letter postmark. A team becomes officially entered in the tournament only after payment of the required entry fee and referee deposit fee is made in full. The Tournament Director and/or the Tournament Registrar will make acceptance of the registration application. All entries must be received by July 2nd 2007

B. Teams selected for participation will be notified by letter postmarked no later than July 1st, 2006.

C. Entry fee is $250.00 per team for divisions U12 through U19. Division U-10 Fee is $185.00 per team. A.Y.S.O
Teams must submit a Regional check for fees and referee deposit combined made out to "AYSO-Region 274".

D. Referee deposit is $150.00 per team. Each team is required to provide a center ceferee and two cssistant ceferees.


E. Age Divisions

1. The boys and girls divisions shall be in two year groupings as follows:


· U-10 Under 10 years of age. (08/01/96-07/31/98)
· U-12 Under 12 years of age. (08/01/94-07/31/96)
· U-14 Under 14 years of age. (08/01/92-07/31/94)
· U-16 Under 16 years of age. (08/01/90-07/31/92)
· U-19 Under 19 years of age. (08/01/87-07/31/90)


III. REFUND POLICY

A full refund will be given within 14 days to teams that withdraw prior to June 30th.Teams that withdraw after June 30th will receive a full refund if a replacement team can be found. If teams have paid additional funds for the purchase of tournament tee shirts, etc., the merchandise will be delivered or a full refund will be given. Regardless of the reasons, in the event the tournament is completely canceled, a full refund of all team moneys will be returned to the teams.

IV. PLAYER ELIGIBILITY

A. Regional Commissioners for AYSO teams and/or League Administrators for club teams are responsible for assuring the eligibility of their players. AYSO eligibility is based on prior registration and participation in the current or just concluded regular season program (Be it Fall, Winter or Spring.)
B. Player rosters shall be completed in full and signed by their respective Regional Commissioner or League Administrator.
C. You may recruit players from your region, provided that said player is currently registered in that region/league.
D. Guest Players
1. Recruitment of a player from outside your region/league will not be allowed, unless accompanied by a signed release form from said player's respective Regional Commissioner or League Administrator and the recruiting regions Regional Commissioner or League Administrator.
2. A limit of three (3) guest players will be allowed per roster.
3. Mixing of AYSO and non-AYSO players on a single team will not be allowed.
E. Players are only allowed to play on one team during the tournament.
F. Players shall not be allowed to practice or participate in any game with any type of cast or splint.
G. Players shall not be allowed to  participate in any game unless they are wearing shin guards.
H. The Tournament Director and/or Tournament Committee reserve the right to refuse any player participation in the tournament.

 


V. TEAMS

A. In accordance with AYSO National Rules & Regulations, AYSO Team rosters shall be limited to the following:

· U-10,   10 players            2 coaches 
· U-12,   12 players            2 coaches
  U-14,   15 players            2 coaches
· U-16 and U-19,   18 players         2 coaches

B. A minimum of 7 players shall constitute a team for the U-19, U-16, U-14, and U-12 divisions.
C. A minimum of 5 players shall constitute a team for the U-10 division.
D. Teams discovered with an ineligible player or players shall be disqualified from further competition. Previous matches played by the disqualified team will be recorded as a 1-0 win for the opposing team, regardless of the initial result.
E. The Home Team shall have the responsibility of uniform differentiation. The Home Team will be listed first on the game schedule.
F. Properly completed line-up cards; listed numerically by roster number shall be presented to the Registrar or check-in staff at the tournament head quarter's tent along with player ID cards prior to the first game the team plays. Game cards shall include the names and numbers of all players, present or not and an explanation for those players who are not in attendance at check-in time. Subsequent check-ins will be conducted for each game at the field by the referee.
G. Each player on the team shall wear the same uniform, to consist of a jersey, with a different number, shorts, and socks. The jersey may not be exchanged with another player for the duration of the match. AYSO teams entering the tournament must have uniforms that conform to the AYSO national rules and regulations.
H. Coed teams will play in the boys division.
I. All players (AYSO & Non-AYSO), must play at least one half of every game.

 


VI. SCHEDULING


A. All U12-U19 teams shall play a minimum of three (3) games; U-10 teams will play a minimum of four (4) games.
B. Schedules will be available after July 4th, 2007.

VII. COACHES

A. Coaches shall at all times encourage clean competition and good sportsmanship. Coaches shall participate in positive coaching that instructs and encourages players during the games. Negative comments and complaints about the referees, players, opposing coaches, or team supporters will not be tolerated.

B. Coaches shall abide by and uphold the Rules and Regulations of the Tournament.

C. Coaches shall remain in their designated team areas during the course of play.

 


VIII. REFEREES


A. Each team accepted for participation in the tournament is encouraged to privide a qualified referee team consisting of a center referee and two (2) assistant referees. Providing a referee team is not required, however, referee deposits will be forfeited. Teams shall notify the tournament Referee Administrator immediately, so that qualified replacement referee teams can be scheduled.
B. Each referee team will have one referee assignment per game, that the players are scheduled to play, which may include stand-by assignments.
C. All three members of the officiating team must check in with tournament staff for each assignment (including standby assignments), at least one half hour prior to the start of the game.
D. All referees should be of the highest caliber, possess the appropriate ability to officiate at their respective divisions and be at least two years older, than the division they are officiating.
E. All games shall be officiated using the diagonal system of control. 
F. The referee must forward properely completed and signed line-up cards to the Referee Administrator at the completion of each match.
G. Referee deposit will be returned and prorated as necessary, based on the number of assignments fulfilled. Deposits shall be returned within 14 days from the last day of the tournament to the teams Regional Commissioner or team manager.
H. No center referee or assistant referee will be assigned a game being played by any team with which the referee or assistant referee have a relative or coaching affiliation.

IX. CAUTIONS, EJECTIONS, & MISCONDUCT

A. All players sent from the field (red carded), or coaches asked to leave the field, must be reported in writing by the center referee to the Tournament Director immediately, upon completion of the game.

B. The penalty for a player or coache sent from the field is a minimum one (1) game suspension for the following game. Stronger penalties may be imposed depending on the circumstances as determined by the TD.

C. Accumulation of Cautions: Any player who accumulates three cautions during the tournament shall be suspended from play in the match following the third caution. If a player is sent off due to the accumulation of two cautions in a match, that player shall be suspended in the next match.

D. Penalties are final and may not be appealed.

E. Referees must file a written report for any abusive language or behavior used by players and/or coaches toward or against them. Likewise, any spectator who has interfered with the game by word or deed, must be reported to the Tournament Director.

 

X. SUBSTITUTION

A. All registered players in attendance at the start the game for all divisions must participate and play at least one half of the game, excluding overtime.

B. Players not present or expected to be absent when the match begins must be identified on the line up card.

C. Any team found not to be following the rules governing substitution may be subjected to forfiet of the game.

D. Players substituting must report to a referee or assistant referee.

E. Substituting for an injury:
1. If a player is injured the coach may provide a substitute player for the injured player, in which case the injured player may not return until the next opportunity to sub. Only the player who is injured is credited with the quarter regardless of the actual time played.
2. The coach may choose to play short, thereby allowing the injured player the return to the game at a stoppage of play.
3. Any injured player who leaves the field of play must be checked by a site coordinator or an EMT (Emergency Medical Technician) before he or she will be released to continue play.
4. Proper authorization must be recognized by the referee before an injured player may enter the field of play and continue to play.

F. Late arriving players shall be substituted a follows:
1. If a player arrives during the first quarter, that player must play a minimum of two (2) quarters of the remaining three (3) quarters.
2. If a player arrives during the second or third quarter, the player must play a minimum of one (1) quarter.

G. Goal Keepers in U10 can play only 1 quarter. Keepers in U12 can play a max. 0f 3 quarters in the goal and must play the 4th quarter on the field. A substituted player in U12 can only play 2 quarters in the goal.

 


XI. COMPETITION

A. Coaches (or other team staff) shall not enter the field of play, unless requested by the referee. Coaches, players, team managers, and team trainers must remain in the designated team areas.

B. All games shall start on time. If a team is not on the field of play and ready to start their game within 10 minutes after the scheduled time, the game shall be deemed a forfeit. A forfeit shall be recorded as a 1-0 win in favor of the opposing team.

C. A minimum of seven (7) players and a maximum of eleven (11) players shall constitute a team in the U-19 through U-14 divisions. In U-12, a minimum of 7 and maximum of 9 shall constitute a team. In U-10, a minimum of five (5) and a maximum of seven (7) shall constitute a team. A scheduled game shall not commence nor be continued if either team cannot field the minimum number of eligible players. If a game cannot be started, as a result of both teams being unable to field the minimum amount of eligible players, each team will be assessed as a 0-1 loss.

D. The Tournament is a "POOL PLAY" type of format where each pool will play off the other pools based on pool standings.

E. Standings will be determined by the following point system for each game:
3 points for a win
1 point for a tie 0-0 tie=2 points each
0 points for a loss
1 point for a shut out
1 point for each goal scored (maximum of 3)
2 points for sportsmanship rating in the range 27 to 32
1 point for sportsmanship rating in the range 21 to 26
0 points for sportsmanship rating in the range less than 21
Maximum points possible per game is 9

F. There will be no overtime periods in pool play.

G. All Games will count fully toward determining the standings of each pool.

H. If there is a tie in points at the end of pool play, the final pool standings will be decided by using the following tie breakers in the order which they are listed:


I. Head- to -head competition.
II. Goal differential (Goals scored, less goals allowed) with a maximum differential of three (3) goals per game.
III. Least goals allowed.
IV. Most goals scored with a maximum of three per game.
V. Sportsmanship points average.
VI. Coin flip
I. If a forfeit game exists for any reason, goal differential will not be used to determine a winner. Sportsmanship points will be awarded to teams, who record wins for forfeits, based on the teams average sportsmanship points for pool play. Sportsmanship points will not be awarded to teams who forfeit games.

J. Round Robin pool play, single or double elimination or other types of formats may be used from time to time, depending on the number of teams involved in a division and the time available.

K. If a player is sent from any game, that player shall remove his/herself from the vicinity of the playing field accompanied by an adult, as to not have any further influence on the game. The minimum penalty for such misconduct is that player shall not be permitted to play in the immediate next tournament game for his or her team. This rule also applies to coaches and assistant coaches sent from the field as well.

L. Charging the goalkeeper shall not be permitted in the penalty area, nor shall the keeper be harassed or interfered with while attempting to put the ball in play.

M. Game times shall not exceed standard games times as stated in the AYSO National Rules and Regulations.

N. In the event of unusual conditions caused by weather or other phenomena, the main tent will issue a long blast on an air horn to suspend play. Participants should seek shelter to await the "all clear" signal which shall be two short blasts on the air horn. If the all- clear signal has not sounded after 15 minutes please check with the main tent for further instructions.

O. Medals will be awarded in U-12, U-14, U16 and U-19 for first, second and best in sportsmanship. In U-10, the top 3 teams in sportsmanship for girls and boys will medal.

XII. GAMES ENDING IN A TIE AFTER REGULATION TIME (CHAMPIONSHIP PLAY ONLY)

A. In case of a tie at the end of regulation time two (2) overtime periods shall be played. If the score is still tied at the end of both periods, the winner shall be determined by the taking of from the penalty mark in accordance with FIFA Laws of the Game.
B. During overtimes, substitutions may be made at the start of any overtime periods. Players must be recognized by the referee before entering the playing field.

XIII. PROTESTS

A. Protests will not be allowed.

 


XIV. DISQUALIFICATION'S

The Tournament Director may disqualify any team, at any point of the tournament, if a team refuses to abide by the Rules and Regulations of the Tournament. Any team ejected from the tournament will forfiet their Entry and Referee Fee deposits.

XV. SPORTSMANSHIP

A. All teams are judged for sportsmanship by the center referee and the assistant referees.
B. All teams will be judged using a sportsmanship tally sheet. The tally sheet will have the following rankings:
· 27 to 32 Excellent (2 points per game)
· 21 to 26 Good (1 point per game)
· Less than 21 Poor (0 point per game)

· A caution will minus 5 points out of a possible 32 for that game.
· A send off will minus 10 points out of a possible 32 for that game.

C. The Tournament Staff continues to feel the need to stress sportsmanship. Conduct detrimental to good clean competition will not be tolerated. This includes, but is not limited to taunting and dissent. Dissent by word of mouth or gesture is considered misconduct and the offender should be cautioned for the offense. Likewise, taunting is to be treated the same way. Taunting can be in the form of words, gestures, or orchestrated celebrations. A second caution for infringement of the characteristics of good sportsmanship shall be cause for sending off the offender.

 


XVI. INJURIES

Injuries to a participant or damage caused by a participant shall be reported to the Tournament Director at the first opportunity to do so. Each injury requiring medical attention shall also be reported to the injured participantUs Regional Safety Director. It is the responsibility of each injured participantUs Regional Safety Director to file a timely accident report with the AYSO National Support Center.

XVII SPECIAL RULES FOR U-10


1. U-10 will be a goodwill competition without standings.
2. Competition will be seven (7) a side - one goalkeeper and six (6) field players.
3. Goalkeepers may only play in goal for one quarter per game.
4. All teams will play 4 games.

 




Any situation or subject not covered by the aforementioned Rules and Regulations will be decided upon by the Tournament Rules Committee consisting of the Director or Assistant Director, Head Referee and Head Coach. Said decisions will be final.
